Mark E. Nakano, O.D. 
SCCO Associate Dean of Clinics, Assistant Professor

Dr. Mark Nakano is a distinguished leader in optometric education, clinical practice, and legislative advocacy. As the Associate Dean of Clinics at the Southern California College of Optometry (SCCO), he has been instrumental in shaping the next generation of optometrists, bringing a wealth of expertise and a commitment to advancing patient care. Prior to this role, he served as the Clinic Director of the University Eye Center at Los Angeles, demonstrating his strategic leadership in clinical operations and patient services. With a deep-rooted passion for optometry, Dr. Nakano has dedicated his career to both education and direct patient care. After earning his Bachelor’s Degree in Biochemistry from California State University, Dominguez Hills, he completed his Doctor of Optometry degree at Pacific University College of Optometry in 1986. Certified to the highest level in California—including Therapeutics, Lacrimal Irrigation & Dilation, Glaucoma, and Immunizations—he remains at the forefront of optometric advancements. Dr. Nakano's impact extends beyond the clinic into legislative advocacy. As a key leader within the California Optometric Association’s Legislative Committee, he played a pivotal role in the passage of Assembly Bill 443 (Low), expanding optometrists’ scope of practice to include vaccine administration and advanced therapeutic treatments. His leadership proved especially vital during the COVID-19 pandemic, during which he personally administered over 5,000 vaccines at large-scale community clinics across Orange County. In addition to his academic and policy contributions, Dr. Nakano has been deeply engaged in clinical research and industry consultation. Having owned and operated a private practice for nearly three decades, he has conducted over 45 clinical trials in contact lenses, solutions, and pharmaceuticals for leading healthcare companies. His expertise is widely recognized, serving as an Expert Witness, Industry Consultant, and Advisory Board Member to Iveric Bio. His work with the Harbor-UCLA Eye Clinic and as a quality assurance auditor for a regional vision plan underscores his dedication to ensuring excellence in patient care and healthcare operations. Dr. Nakano’s leadership extends across numerous professional organizations. He currently serves as the Immediate Past President of the South Bay Optometric Society, Vice-Chair of the California Optometric Association’s Legislative Committee, and a founding member of the AOA Future Practice Educators Committee. Additionally, he contributes his expertise as a Consultant for the Accreditation Council on Optometric Education and as Vice-Chair of the National Academies of Practice. His dedication to community service is reflected in his previous board roles with the Lions L.O.V.E. Program and CareHarbor Health Event, where he has worked to expand access to vision care for underserved populations. A respected educator, clinician, and advocate, Dr. Nakano continues to drive meaningful change in the field of optometry. His commitment to innovation, patient-centered care, and mentorship ensures that his impact will be felt for generations to come.

Cayla Hong, O.D., M.P.H.
Optometrist

Dr. Cayla Hong is a dedicated optometrist whose career is driven by a deep commitment to health equity and community-centered care. With a passion for ensuring that everyone—regardless of background or circumstance—has access to quality vision care, she brings both clinical expertise and a public health perspective to her work at Angels for Sight. Born and raised in Southern California, Dr. Hong knew from an early age that she wanted to help people see the world more clearly. She earned her Bachelor of Science from the University of California, Santa Barbara, before pursuing her Doctor of Optometry at Nova Southeastern University in Fort Lauderdale, Florida, where she also obtained a master's in public health. Her dedication to specialized care led her to complete a residency in ocular disease at the Veterans Hospital in Wilmington, Delaware, refining her expertise in complex eye conditions and patient-centered treatment. Beyond the clinic, Dr. Hong is a passionate advocate for patient education, community outreach, and mentorship. She believes in empowering individuals with knowledge about their eye health and works closely with optometry students to shape the next generation of vision care professionals. At Angels for Sight, she is committed to breaking down barriers to care and expanding access to critical eye health services for underserved communities. With a steadfast belief in the power of vision to transform lives, Dr. Hong continues to champion accessible and inclusive healthcare—ensuring that every patient she serves can experience the world with clarity and confidence.

Jessica Payez
Patients Relations Specialist

With over 13 years of experience as an optician, Jessica is dedicated to providing personalized vision care and helping patients find eyewear that meets both their needs and lifestyle. She takes pride in educating patients about their lens options, ensuring they feel confident in their choices and understand the importance of long-term eye health. Fluent in Spanish, Jessica is committed to breaking down language barriers and making high-quality eye care accessible to a diverse range of patients. She believes that clear vision is essential for everyone and strives to ensure each individual receives the attention and support they deserve. Beyond her work in eye care, Jessica is a passionate advocate for unhoused individuals, believing that access to essential healthcare—including vision services—is a fundamental right. She actively supports initiatives that provide resources, care, and opportunities for those experiencing homelessness, reinforcing her commitment to social equity and community well-being. Outside of her advocacy and professional work, Jessica enjoys staying active through hiking and cycling and cherishes time spent with family and friends. She also shares her home with two beloved pets—Benito the cat and Cooper the dog—who bring joy and excitement to her daily life. As a valued member of the Angels for Sight team, Jessica is honored to contribute to the mission of expanding access to essential vision care for underserved communities. She looks forward to continuing to make a meaningful impact and assisting patients on their journey to better sight.
